Arrow|For the Individual Mujahid| A BELIEVER IS NOT BITTEN FROM THE SAME
HOLE TWICE

  _____

Assalaamualaikum wa Rahmatullah,

بسم الله الرحمن الرحيم

"A BELIEVER IS NOT BITTEN FROM THE SAME HOLE TWICE"
(Bukhari/ Muslim)

>From this saying of the Prophet pbuh, it is understood that it is important
to be aware, and not to repeat the same mistake. In other words - it is a
necessary to learn from experience in order not to fall into similar error.
Likewise, the linking of the characteristic of awareness (not being bitten
from the same hole twice) to the believer indicated that it is a
praiseworthy and necessary characteristic for a Muslim, since they are
supposed to be leaders and witnesses over mankind.

In this article we analyze three typical cases of precious and motivated
brothers who moved to strike at the heart of kufr but fell short of their
material targets. We will seek to identify the typical methods of entrapment
on the part of the kafir law enforcement agencies as well as the
shortcomings on the part of the brothers which led to their mission being
compromised. This awareness of the methods of the enemy and that of our
shortcomings is critical in order to realize the above saying of the Prophet
pbuh. Let me remind you that a motivated brother is great asset for the
Mujahideen since without motivation all the thoughts and talk of fighting
the aggression of the kuffar will remain put and will not translate into
actions.

Though they fell short of their material targets, they were able to drive
home the reality and the threat of the Individual Jihad to the centers of
kufr. In fact, we must consider them to have succeeded in the sense that
they translated their thoughts and words into action against the aggression
of the kuffar in order to please Allah SWT. In captivity their position near
Allah SWT has improved than most of us, that is how we consider them and
Allah is the Knower of what is in the hearts.

Before we go on to analyze the cases of the brothers, let us first go
through the stages through which the individual Mujahid has to go through in
order to mount a successful attack. We will then analyze the cases in the
context of the discussed modus operandi of the Mujahid.

1. SELECTING A TARGET:

This stage involves the selection and identification of the target. The
Individual Mujahid may have a predetermined target in his mind for which he
will pick a method of attack. This is based upon the characteristics and
vulnerabilities of the target.

An other case could be that the Mujahid may have predetermined the method of
attack (say an IED) and will then look for a target vulnerable to that
method of attack.

Most often the Mujahid may have a list of targets. The target selection may
be altered during the planning process.

Prior to this stage, the motivation for the attack may come from increased
awareness of the events from the fields of Jihad through the Internet. Prime
motivators are the crimes of the Crusaders against the Muslims and the
awareness of the obligation of Jihad and yearning for Shahadah to repel the
aggression.

Vulnerabilities:

Sloppy information security measures during online activities and
misdemeanor (such as a loose tongue) during off line activities can draw the
attention of the kuffar law enforcement agencies (hereby referred to as
dogs).

2. PREOPERATIONAL SURVEILLANCE:

The Mujahid will conduct detailed surveillance of potential target to
determine what security measures are in place around the target and to gauge
whether he has the ability to successfully attack it. If the target is too
difficult to attack, he will move on to an easier target. At the end of this
stage the Mujahid would have finalized the target for attack.

Vulnerabilities:

If the security measures of the target exceed the capabilities of the
Mujahid and if he proceeds with the attack, it is most likely to fail.

Detailed surveillance may expose the Mujahid to the dogs around the target.
Misdemeanor during such exposure (such as unseasonal clothing or open
photography or frequent sighting ) will raise suspicion.

3. MORE SURVEILLANCE:

Once the target is finalized, another round of surveillance will be needed
which would be far more detailed than the previous one and would seek to
obtain all the details necessary for planning the attack.

For example, if the attack is being planned against a building, this round
of surveillance will generally try to obtain a detailed description of the
target's physical security features and security force procedures. It will
also focus on establishing a baseline understanding of the activity that can
be expected around the facility at the time of day the attack is
anticipated.

If the target of the attack is an individual, the individual's residence,
office and other places he individual frequents will be surveyed. The
target's usual routes between these places will be analyzed for choke points
which can be exploited for attack and escape.

Vulnerabilities:

Poor surveillance trade craft.

4. OPERATIONAL PLANNING:

During this stage weapons for the attack as well as any special skills (such
as driving skills, hand to hand combat) which will be needed for the mission
are acquired. Sometimes the weapons may have been acquired during the
pre-operational planning stages.

The surveillance continues and the exact details of the operation are casted
and rehearsed.

Vulnerabilities:

The movement of the Mujahid during this stage increases and may expose him
to the dogs especially during training, communication, surveillance and
weapons acquisition.

Weapons acquisition poses a significant vulnerability for the individual
Mujahid especially when he aspires to carry out a spectacular attack which
is far beyond his capability. He may want to carry out VBIED attack even
though he does not know how to make an IED. So, in order to bridge the gap
between his aspirations and his capabilities, he would reach out to someone
who can provide the explosives or the ready made IED and as we will see....
most often that "someone" turns out to be an undercover dog who does him in.
In other cases, the Mujahid purchases the ingredients for the EID online.
Here the business selling the ingredients would play the dog.

5. OPERATION

Once the planning is completed, weapons acquired and training completed, the
Mujahid should be ready to deploy in secret. At this stage the dogs can only
act as firefighters to minimize the casualties from the assault of the
Mujahid.

Vulnerabilities:

Though it is difficult for the dogs to stop the attack once the operation is
underway, it could be thwarted owing to mistakes from the Mujahid's end
during the deployment.

So with the above background, let us now proceed to study 3 typical cases of
the precious brothers who were undone during the course of their
action....may Allah accept them and hasten their release.

Note: Most of the information about the cases has been gathered from kafir
sources. It is definitely possible that it may contain fabrications against
the brothers. It is being presented here solely because it offers valuable
lessons of us to learn.

Sami Osmakac

http://desmond.imageshack.us/Himg545/scaled.php?server=545&filename=article2
0843270f6493bb0.jpg&res=landing

Age: 25 years

Location: Pinellas Park, Florida

Date of Arrest: 7 January 2012

Under Surveillance since: September 2011

Circumstances leading to arrest:

The brother was arrested after he allegedly took possession of explosives, a
fully automatic AK-47 assault rifle, ammunition and magazines for the AK-47,
a pistol, ammunition and a magazine for the pistol, grenades, and a
explosive vest.

A FBI document states:

"In late September 2011, a confidential source informed the FBI of Osmakac's
interest in purchasing flags representing al-Qa'ida. In subsequent
conversations, Osmakac allegedly expressed the desire to conduct a violent
attack in the Tampa area and asked for assistance in procuring a
vehicle-borne improvised explosive device (VBIED), weapons such as Uzis or
AK-47s, and an explosives-laden belt to use in a two-stage attack. As part
of an undercover operation, Osmakac was introduced to an individual whom he
believed to hold extremist beliefs and was able to supply weapons and
explosives. All weapons, ammunition, and explosives provided by the FBI had
previously been rendered inoperable.

According to court documents, during November 2011, Osmakac planned to
attack a Tampa area military recruiting center. However, he later changed
his plan, allegedly telling a confidential source that the recruiting center
did not have enough personnel inside.

According to the arrest affidavit, on 1 January 2012, Osmakac drove through
the Ybor City neighborhood of Tampa to choose target locations, planning to
eventually set off an explosive charge packed in the trunk of a vehicle
parked in front of high-end restaurants and nightclubs. All of his
pre-operational activities were closely monitored by the FBI.

Osmakac allegedly outlined various scenarios in which he would park a VBIED
near busy nightspots and return to his nearby hotel room to collect the
remaining weapons. He would then return to the scene to detonate the VBIED
remotely, and in the aftermath conduct a small-arms attack at a nearby
location while wearing a suicide vest. According to a confidential source,
Osmakac said he would attempt to take hostages and contact authorities,
specifically the FBI, in order to negotiate the release of Muslim prisoners.
Osmakac told the same source that he believed that detonating the VBIED
before he took hostages would prove he was "not joking." Osmakac allegedly
planned to release the hostages and detonate the suicide vest while
surrendering to law enforcement after his demands were met, according to
court documents."

Analysis:

>From the above plot summary, it is clear that the mission of the motivated
brother was compromised at the pre-operational planning stage and it was due
to misdemeanor during off-line activities. The brother allegedly inquired
about buying "Al-Qaida flags" and talked about attacking targets in Tampa
area.
The gap between his capabilities and his aspirations made him reach out for
help.

He was undone by a Rand Muslim who was an undercover dog. Other sources
indicate that the Muslim community in Tampa area helped the dogs in the
investigation against the brother . The brother was reportedly banned from
two Masjids due to his so called extreme views.

Infact Hassan Shibly, a Tampa attorney and the executive director of the
Council on American-Islamic Relations, said that the CAIR office received
calls from people in the Islamic community who were concerned about
Osmakac's "extreme" views.

"Contact the authorities as soon as possible," Shibly said he told those
people.

La hawla wala quwwata illa billah …..how wretched are the actions that
colonized minds beget. Their loyalty to the Taghut comes before their
loyalty to Allah, His Messenger pbuh and the Muslims. The love and fear of
the master makes them spy on fellow Muslims who carry a burning concern
against the aggression of the kuffar in Muslim lands. The Kuffar talk in
terms of most obscene forms of violence while they(Rand Muslims) rush to
make peace with them.....the peace of the ignorant and the subjugated !

Lessons learned:

Information security is paramount for a mission. The Individual Mujahid must
maintain the same. Trust first and foremost in Allah and then your abilities
and planning.

Know your capabilities and target that which is within your reach.

Learn to improvise.

Khalid Ali- M Aldawsari

http://img820.imageshack.us/img820/6388/khalidalimaldawsari.jpg

Age: 20 years

Location: Texas, Lubbock County originally from Saudi Arabia

Date of Arrest: February 23, 2011

Under Surveillance since: February 1, 2011

Circumstances leading to arrest:

The brother was arrested after he made on line purchase for chemical
ingredients for constructing an IED. The tip off came from the chemical
company that the brother approached for obtaining the chemicals.

As per the court documents Khalid had placed an order for ten bottles 500ml
each of phenol from Carolina Biological Supply company (Burlington, North
Carolina). The purchase was made through the company website using his debit
card. CBS received the order on January 30, 2011 and shipped the order on
January 31, 2011 via FEDEX. Khalid had allegedly requested that Con-way
Freight hold the package for him until he could pick it up.

The chemical company was suspicious of the order and immediately informed
the dogs who concluded that though phenol had legitimate uses, it can be
used for manufacture of picric acid which is a high explosive. This led to
CBS recalling the shipment before Khalid could pick it up from the freight
service.

Subsequently the dogs posing as CBS employees called Kalid a number of times
and engaged him in conversations during which they inquired from him his
personal details and the purpose for the phenol purchase. Khalid allegedly
informed them that he needed the chemical for conducting off campus
research. Simultaneously the dogs were keeping tabs on his online
activities. The dogs claimed that electronic surveillance of Khalid's email
accounts revealed his research on explosives as well as on potential targets
for carrying attacks. The brother was also allegedly posting blogs related
to Jihad. The brother had also allegedly purchased sulfuric acid and nitric
acid in December 2011.

The findings of the electronic surveillance led the dogs to conduct physical
searches of his apartment during which they took possession of his personal
journal. An an excerpt from the journal allegedly read ..

"I excelled in my studies in the high school in order to take an advantage
for a scholarship to America, by Saudi government and its companies, so I
applied with Saudi Industrial corporations, and with the Traitor of the Two
Holy places scholarship program and was accepted for all of them..thank God.
I chose a specific Saudi sponsoring corporation for two reasons First sends
it students directly to America...contrary to others which requires its
students to study in the Land of Two Holy places for one year. Second, the
sponsoring corporation's financial scholarship is the largest, which will
help me tremendously in providing me the support I need for Jihad, God
willing. And now after mastering the English language, learning how to build
explosives, and continuous planning to target the infidel Americans, it is
time for Jihad. I put my trust in God, for he is the best Master and
Authority."

SubhanAllah ! May Allah give all of us a similar concern and determination
against the enemies of Allah...ameen

Analysis:

The mission undertaken by brother Khalid was compromised during the
operational planning phase and specifically during the weapons acquisition
stage. The brother had put in extensive planning and effort for the mission.
This is evident from his journey from a high school in Saudi Arabia to a
university in Texas, after bagging a corporate scholarship. He was
successful in obtaining most of the ingredients for the IED without being
detected. He also had shortlisted his targets and had an elaborate plan for
placement and detonation of the IED.

The mission was compromised by the chemical company where Khalid made the
purchase. The Department of Homeland Security is running a bomb making
awareness program. Fliers are distributed to local businesses in a variety
of industries to promote suspicious activity reporting.

Khalid made an online purchase of direct chemicals using his own debit card.
The brother apparently made no effort in covering his online tracks which
led the dogs to uncover the entire plot.

Lessons learned:

Never make online purchase of direct chemicals for manufacture of
explosives.

Cover your tracks online. Learn about online information security before
before taking your Jihadi mind online.

Learn to improvise from household items. Inspire recipe is the easiest.

There is no replacement for patience, determination and sound planning. The
brother was almost successful.

Nasser Jason Abdo

http://desmond.imageshack.us/Himg254/scaled.php?server=254&filename=article2
0198070d33adba0.jpg&res=landing

Age: 22 years

Location: Killeen, Texas

Date of arrest: July 27, 2011

Under Surveillance since: NA

Circumstances of Arrest:

This concerned Muslim was arrested after a tip-off from a local gun shop
which goes by the name "Gun's Galore". Brother Abdo had allegedly raised the
suspicion of the staff by buying an unusually large amount of smokeless
gunpowder, three boxes of shotgun ammunition and magazine for a pistol. This
is the same gun shop where brother Nidal Hassan had bought a pistol which
was used in the Fort Hood attack.

He was arrested by the Killeen police at a traffic stop after a clerk
notified the dogs who, in turn, tracked Abdo to the America's Best Value Inn
and Suites via the taxi that he had taken to make his purchase.

At the hotel room where Abdo was staying, three miles from Fort Hood's main
gate, the dogs allegedly found a handgun and the ingredients for an
explosive device, including gunpowder, shrapnel and pressure cookers. The
dogs claimed that an article entitled "Make a bomb in the kitchen of your
Mom" from Inspire magazine was also found. Abdo had also purchased a uniform
with Fort Hood patches from a military surplus store.

Abdo joined the Army in March 2009 and had applied for conscientious
objector status in June 2010 arguing that being a Muslim prevented him from
serving in Afghanistan. His pending discharge was put on hold when the Army
claimed to have 'discovered' the images of child pornography on his
government-issued computer. He had been AWOL since July 4 from Fort
Campbell, Kentucky. In an interview with Al-Jazeera TV which aired on August
21, 2010, Nasser stated that
"I don't believe I can involve myself in an army that wages war against
Muslims. I don't believe I could sleep at night if I take part, in any way,
in the killing of a Muslim."

Analysis:

The mission undertaken by brother Abdo was compromised in the final moments
of the operational planning phase. Again, the business where the purchase
for ammunition was made played the dog.
The plan by brother was fairly well conceived and his military background
provided great cover for his activities. He had finalized a restaurant
frequented by US army personnel as a target and had done the surveillance
too. His choice of the INSPIRE recipe was also spot on.

Lessons learned:

Do not purchase the material for cooking the IED in bulk quantity. Go drop
by drop.
